The thing was ripped up and put back together. That alone should make it worth at least 6x what an intact final is worth. It's like an old treasure map!
My favorite part is this: "I would entertain some lower offers, so feel free to message me them, but truthfully I want to keep this piece, but everything has a price". So he listed it on eBay but still wants us to convince him he should sell it. I don't know, seems like too much work. Maybe we should just pay the $24k.
Why would someone even send this seemingly random card to PSA for grading? I googled "gpk os11 447" but found nothing special about it (short print, misprint, etc). Maybe they thought the name "Garfield" would appeal to fans of the cartoon cat or president by the same name, even though the card has nothing to do with them?
Can't build a set on the PSA set registry with just the star players.
That being said, whoever thinks they can get $99 for that card is off their rocker... and it's not the only one they have listed at that price.
Looking for Tasted Tony/Eaten Ethan printing plates and OS PSA 10's

I haven't had trouble with misrepresentation but I have had problems with poor packaging leading to damage. I would still blame the seller for damages during shipping in most cases unless it was obviously the post offices fault. Wrapping a stack of cards with cellophane and throwing the stack into a yellow bubblewrap is going to get dinged, and that's the sellers fault.
I know a few ball collectors that should know, but it seems like a pretty steep price. I might understand if it was autographed by Pound + Bunk, but I'd rather pick up something else from the hobby for that kind of price.
ANSestren: Who's got ANS art, show it and I might buy if the price is right.

Jimbo: FB is lame brah. Most "collectors" there are just buying whatever BS Flopps puts out. There in no room for institutional knowledge to be shared because posts on FB drop off so fast. Everyone is busy looking for a "purple bruised parallel" of some lame

liquidfox: Those are different than the mini boxes. UKM:the mini boxes were super small boxes of OS1 that were put on a card inside a bubble like an action figure would have been. Each one contained 48 mini wax packs and 5 cards per pack.
